Low-Income Home Energy Assistance Program (LIHEAP) Crisis
An Enrollment period for LIHEAP Spring Subsidy will run from April 17, 2023 through June 2, 2023. Applications will be accepted during the enrollment period, or until designated funds are depleted. Clients are seen by appointment only.
Subsidy benefits are available to all qualified clients and no disconnect or past due notice is necessary
Income eligibility for the program is up to and including 130% of the Federal Poverty Guidelines. Benefits are paid directly to the fuel vendor. Individuals should apply through their local Community Action Agency office.
All applicants will be required to supply the following documentation at time of application:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of all household’s (all members) income from the preceding month.
- Most current electric bill, statement from your landlord if heating expenses are included in your rent, or a statement from utility company if you participate in a Pre-Pay Electric Program.
- The account number and name on the account for electric bill.
Community Action Kentucky administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services who receive the funding as a pass-through block grant from the U.S. Department of Health and Human Services.
Community Services Block Grant
The Community Services Block Grant Program assists low-income, including the elderly poor, to identify and solve problems that block the achievement of self-sufficiency and pursuit of improved living conditions.
The Community Services Block Grant supports both the core operations and many anti-poverty services of the LCCAA service delivery. The flexible nature of CSBG funding permits community based decisions regarding the development of programs and services to meet local needs.
Emergency Services
meet the essential needs of low-income people in a financial crisis.
Housing Services
assists participants in obtaining and maintaining adequate housing and a suitable living environment.
Community Participation
promotes coordination with other service providers to work toward the solution of common problems facing low-income individuals.
Advocacy
affirmative action and equal opportunity
Self-Sufficiency
is encouraged by assisting participants in making better use of available income, removing obstacles, and solving problems which block the achievement of self- sufficiency.
Employment
activities help participants secure and retain meaningful employment through referral to the Works’ First Program, Ky. Dept. for Employment Services, resume and interview assistance, appropriate work attire and other specific needs determined on an individual basis.
Youth Development
activities support the primary role of the family, giving priority to the prevention of youth problems and crime.
Eligibility
Clients must meet 125% of the Federal poverty guidelines.

Educational Scholarship Program
The Educational Scholarship Program assists eligible low-income individuals in the pursuit of post-secondary educational goals that will improve their quality of life and our community as a whole.
Stipends are awarded to eligible individuals to assist in their educational pursuits. Funds may be used for books, transportation, meals, child-care, supplies, tuition and other necessary items.
Client’s household must be at or below 125% of Federal poverty guidelines. Client must have acquired a high school diploma or G.E.D. equivalent and be enrolled in an accredited post-secondary educational institution
Funding is in whole or in part from Federal. CHFS, or other State Funds.
Garden Project
The Garden Project helps individuals with low-incomes, including elderly clients, to be more self-sufficient by producing homegrown vegetables.
The Garden Project provides seeds, plants, fertilizer, and canning supplies to low-income consumers, including the elderly, to supplement their food and health needs.
Eligibility
Clients must be at or below 125% of Federal poverty guidelines.
Funding is in whole or in part from Federal. CHFS, or other State Funds.
